Texas recognized as top U.S. business climate by Site Selection magazine for third year

Texas has been named the top business climate in the United States for the third consecutive year by Site Selection magazine. The announcement was made on November 4, 2025, with Governor Greg Abbott highlighting the state’s continued recognition.

“Texas once again emerges as the national champion for the top business climate in America,” said Governor Abbott. “As the eighth-largest economy in the world, Texas offers the freedom and opportunity for companies of all sizes and all industries to thrive. Coupled with the pro-growth, pro-business laws I signed this year, Texas improved the process of doing business to help them succeed in our great state. We will continue to make strategic investments and partner with job-creating businesses to ensure that Texas remains the top state in the nation to do business.”

The ranking from Site Selection magazine is based on several factors including a high number of corporate relocation and expansion projects, a favorable environment for business growth, investment in workforce development and infrastructure, strong access to technology and talent, and a stable regulatory framework.

A survey conducted among corporate real estate executives and site selectors also contributed significantly to Texas securing its top position, with respondents rating Texas above other states.

Earlier in 2025, Governor Abbott received Site Selection magazine’s Governor’s Cup for Texas’ thirteenth consecutive win as the leading state for job-creating business relocations and expansions. In addition, Texas was awarded Site Selection’s 2025 Prosperity Cup for attracting new business investments.
