Texas Real Estate Commission prepares REALM Portal launch and adopts new rules

The Texas Real Estate Commission (TREC) convened on November 3, 2025, to introduce a new commissioner, announce committee appointments, and discuss progress toward the launch of its new digital platform. The meeting also included the adoption of several rule changes affecting real estate license holders in Texas.

Scott Olguin was welcomed as the newest member of the commission. Commission Chair Mark Woodroof said, “He comes to us with a world of experience that I think is going to be a great benefit to us. Scott, welcome. Thank you for being here.”

Appointments were made for two committees beginning January 1, 2026. For the Education Standards Advisory Committee (ESAC), new and returning members include Alisha Austin, Mitch Rainey, Carl Leatherman (reappointment), Kristen Crawford (alternate), Byron Underwood (reappointment), Cindy Baas (reappointment), Dianne Moore (alternate), and Roxie Glenn as public member. Departing members are Rita Blevins, Mandy Nichols, and Kassie Scott.

Chair Woodroof acknowledged their contributions: “Thank you all very much. I think it’s hard for a lot of folks to recognize how much work you put into really helping us get better—and that’s our goal around here. Serving on a committee is a way you can get involved with TREC and make a difference.”

For the Texas Real Estate Inspector Committee, Mike Morgan (reappointment), Greg House, Shannon Gatewood (alternate) were appointed as inspector members for six-year terms; Natalie Manzanares and Peter Charles will serve as public members for two-year terms. Departing after 13 years is Chair Lee Warren along with Teresa Benavides and Edward Muth.

Warren reflected on his service: “I have been honored to have served on the committee for quite some time, and I am proud of all that we have accomplished. I’m grateful to have had the opportunity to serve, and I look forward to being involved in the future.”

TREC announced that it will launch its new Real Estate and Appraiser License Management Portal (REALM Portal) on December 10, 2025. The portal aims to modernize how license holders interact with TREC by moving processes online such as education provider applications, electronic complaint filing and tracking, payment of administrative penalties, and real-time license management.

Jennifer Wheeler, TREC Director of Education and Examination said: “It’s a major upgrade for education providers while also reducing the amount of data entry required by the education team—allowing them to focus on reviewing course content and delivery.”

There will be an online services outage from December 2 at 5 p.m. CT through December 9 during data migration; staff will not be able to process licensing requests or renewals during this period.

License holders will receive email invitations when it is time to activate their REALM Portal accounts after launch.

At this meeting TREC adopted several rule changes effective January 1, 2026:

– Updates reflecting Senate Bill 1968 revise Information About Brokerage Services notice language due to non-representation status requirements; subagency information has been removed.
– Changes clarify flood notices are not required for temporary leases under Senate Bill 2349.
– Broker license applicants must now earn at least 720 experience points instead of 360; educational credit from bachelor’s degrees is capped at 300 hours; additional credit may count toward experience points above minimum.
– Associated brokers must provide affiliation information; all brokers must complete Broker Responsibility Course before licensure regardless of sponsorship status.
– Public high schools are exempt from certain education provider requirements.
– Brokers must provide business contact information including address and phone number.

A proposed amendment regarding procedures for temporarily suspending licenses when there is ongoing risk to public welfare is open for comment until February 2026.
