The Texas Department of Insurance (TDI) Fraud Unit played a role in securing $50.9 million in court-ordered restitution for victims of insurance fraud during fiscal year 2025. The unit’s team of more than 20 investigators examined 314 cases throughout the state, conducting financial reviews and interviews with suspects and victims. Once investigations were complete, cases were forwarded to TDI attorneys for prosecution.
Courts imposed various penalties on those convicted, including prison sentences, fines, and orders to repay stolen funds. In one notable case, former Houston insurance agent Mark Davis Lunsford received a prison sentence, a $10,000 fine, and was ordered to pay restitution after selling fake insurance policies and stealing over $318,000 from clients.
“Restitution is just one way to repair the financial harm of insurance fraud,“ said Chris Davis, who leads TDI’s Fraud Unit.
