Governor Abbott renews flooding disaster declaration for multiple Texas counties

Texas Governor Greg Abbott has amended and renewed the disaster proclamation for flooding that began in July 2025. The original proclamation, issued on July 4, 2025, addressed heavy rainfall and flash flooding that caused significant property damage, injuries, and loss of life across several Texas counties.

The latest action extends the disaster declaration to include Bandera, Bexar, Burnet, Caldwell, Coke, Comal, Concho, Edwards, Gillespie, Guadalupe, Hamilton, Kendall, Kerr, Kimble, Kinney, Lampasas, Llano, Mason, Maverick, McCulloch, Menard, Real, Reeves, San Saba, Schleicher, Sutton, Tom Green, Travis, Uvalde and Williamson counties.

“WHEREAS I…certifying that the heavy rainfall and flooding event that began on July 2nd…caused widespread and severe property damage,” Abbott stated in the official proclamation. “NOW THEREFORE…I do hereby amend and renew the aforementioned proclamation and declare a disaster” in the listed counties.

Governor Abbott authorized state government resources as well as those from political subdivisions to be used as necessary to address ongoing recovery efforts. In addition to these measures under Section 418.017 of the Texas Government Code: “I authorize the use of all available resources of state government and of political subdivisions that are reasonably necessary to cope with this disaster.”

Abbott also suspended regulatory statutes or rules that could slow down emergency response or hinder necessary actions during this declared disaster. “Any regulatory statute prescribing the procedures for conduct of state business or any order or rule of a state agency that would in any way prevent…necessary action in coping with this disaster shall be suspended upon written approval of the Office of the Governor.” Specific legal provisions regarding transfer of bodies were also suspended.

According to information from the official website, Governor Abbott’s office operates statewide from its main offices in Austin at the State Insurance Building. Since his election in 2014,Greg Abbott has led initiatives focused on job creation,economic opportunities, education enhancement,individual liberties protection, parental empowerment in schooling,and southern border security. Under his leadership,Texas has seen record employment growth.Abbott was recognized by TIME among its 100 Most Influential People in 2024.

Copies of this amended proclamation will be filed with appropriate authorities as required by law.

“In testimony whereof,” wrote Abbott at his Austin office on February 16th,“I have hereunto signed my name and have officially caused the Seal of State to be affixed at my office in the City of Austin.”

The proclamation was attested by Secretary of State Jane Nelson.
