Governor Greg Abbott has reappointed James M. Scott, Steven R. “Steve” Lucas, and Charles “Caleb” Spurlock, D.D.S., to the Lower Neches Valley Authority (LNVA) Board of Directors. Scott’s new term will expire on July 28, 2027, while Lucas and Spurlock will serve until July 28, 2029. The Governor also named Spurlock as president of the board.

The LNVA is responsible for conserving, controlling, and utilizing the waters of the Neches River and its tributaries. Its duties include managing storm and flood waters for various uses such as irrigation, domestic consumption, industrial applications, municipal needs, and hydroelectric power generation. The authority may also engage in economic development initiatives to support the regions it serves.

James M. Scott is from Beaumont and works as President Construction and Development at Trans-Global Solutions, Inc. He has previously chaired the Jefferson and Orange County Board of Pilot Commissioners and currently leads the Baytown Chamber of Commerce. Scott participates in professional associations like the American Railway Engineering and Maintenance-of-Way Association and National Railroad Construction and Maintenance Association. He also holds roles with the Gay D. & William F. Scott Foundation, St. Anthony Cathedral, and serves as treasurer for the Baytown – West Chambers County Economic Development Foundation. Scott earned his Bachelor of Business Administration from Southern Methodist University.

Steven R. “Steve” Lucas resides in Beaumont where he serves as executive vice president and regional president at Stellar Bank. His community involvement includes past roles with organizations such as the Rotary Club of Beaumont—where he served as member and treasurer—and United Way of Beaumont—where he was a board member and president/chairman—as well as Lay Leader for Wesley United Methodist Church. Lucas has also contributed to education-focused groups like the Beaumont Public Schools Foundation Board of Directors and volunteered with Beaumont Independent School District’s business partnership program. He holds a Bachelor of Business Administration from Lamar University.

Charles “Caleb” Spurlock is a dentist based in Woodville who owns C. Caleb Spurlock, DDS, PLLC. He belongs to several dental associations including the American Dental Association, Texas Dental Association, and Dental Society of Southeast Texas. In addition to his professional affiliations, Spurlock has been active with local organizations such as serving as member and past president of Woodville Lions Club; he is also a former city councilman for Woodville. His educational background includes studies at Texas A&M University and Lamar University before earning a Doctor of Dental Surgery degree from The University of Texas School of Dentistry at Houston.
