Governor Abbott reappoints five to Texas Industrialized Building Code Council

Governor Greg Abbott has reappointed five members to the Texas Industrialized Building Code Council, with their terms set to end on February 1, 2027. The council is responsible for overseeing the state program that regulates industrialized housing and buildings.

The appointees are Devin Duvak of Burleson, Otis Jones, Jr. of Houston, Binoy Kurien of Pearland, Scott McDonald of Willow Park, and Stephen Shang of Austin.

Devin Duvak serves as vice president of manufacturing at Indicom Buildings/Sunbelt Modular Inc. He is involved with several professional organizations including the International Code Council, National Fire Protection Association, and the Modular Building Institute (MBI) Government Affairs Committee. Duvak is also a former president of MBI and holds a Bachelor of Science in Engineering Technology from West Texas A&M University.

Otis Jones, Jr. works as a regional manager at LJB Inc. He previously served as chapter president and member of the National Society of Black Engineers. Jones is also affiliated with the American Society of Civil Engineers and the Structural Engineering Association of Texas. He earned his Bachelor of Science in Civil Engineering from Texas A&M University and is a licensed engineer in multiple states.

Binoy Kurien is code compliance manager at Powell Electrical Systems in Houston. He sits on the board of Hebron Church in Houston and has more than three decades of experience in the power distribution industry after studying electrical engineering at the University of Houston.

Scott McDonald directs development services for the city of Denton. He belongs to both the Texas Chapter of American Planning Association and Building Officials Association of Texas. Previously, he was a board member for the National Institute of Building Sciences. McDonald holds degrees from Wayland Baptist University—a Bachelor of Business Administration and a Master of Public Administration—and is a U.S. Army veteran.

Stephen Shang is chief executive officer at Falcon Structures. His memberships include MBI, National Portable Storage Association, Young Presidents’ Organization, and The University of Texas College of Engineering Advisory Council. Shang graduated with a Bachelor’s degree in Electrical Engineering from UT Austin and completed an entrepreneurial master’s program at Massachusetts Institute of Technology.
