Governor Greg Abbott has appointed Elizabeth Factor and reappointed Jelain Chubb to the Texas Historical Records Advisory Board. Factor’s term will expire on February 1, 2027, while Chubb’s new term is set to end on February 1, 2029. The board is responsible for improving archival and records storage conditions across Texas and ensuring the preservation of important historical documents from the state’s time as a colony, province, republic, and state.

Elizabeth Factor, based in Austin, serves as director and executive vice president at IntraBio, Inc. She is affiliated with the New York State Bar Association and the Southern District of New York Federal District Court. Factor also volunteers with Scrivener Company. She holds a Bachelor of Arts in History from Columbia University and a Juris Doctor from Yale Law School.

Jelain Chubb, also from Austin, is director of the Archives and Information Services Division and serves as Texas state archivist at the Texas State Library and Archives Commission. She is recognized as a fellow of the Society of American Archivists and maintains memberships in several professional organizations including the Council of State Archivists, National Association of Government Archives and Records Administrators, Society of Southwest Archivists, and the Texas State Historical Association. Chubb earned her Bachelor of Arts in History from the College of Charleston along with two master’s degrees—one in Applied History with a focus on Archival Administration and another in Library and Information Science—from the University of South Carolina.
