Governor Greg Abbott has appointed Stacy Hightower and reappointed Donald “Donnie” Lewis, Donna Montemayor, and Richard “Rick” Tisch to the Texas State Board of Pharmacy. Their terms will expire on August 31, 2031. The board is responsible for overseeing pharmaceutical care in Texas and regulating pharmacy practice with an emphasis on ethics, accountability, efficiency, effectiveness, and openness.
Stacy Hightower from Aubrey works as a certified pharmacy technician at Las Colinas Pharmacy, Compounding, and Wellness in Irving. She serves on the Alliance for Pharmacy Compounding Board of Directors and is involved with the Pharmacy Technician Certification Board and National Pharmacy Technician Association. Hightower also volunteers with Irving Cares and Habitat for Humanity. She studied at Angelo State University.
Donald “Donnie” Lewis of Athens owns Lewis Pharmacy Consultants and has more than 40 years of experience in hospital and community pharmacy. He previously owned two pharmacies and now also operates a wedding and event venue while holding a real estate license. Lewis served on the Athens City Council as Mayor Pro-Tem and sits on The University of Texas Health East Texas Board of Managers in Athens. His volunteer work includes participation in the Pendulum Project Culinary Program and organizing pharmacy services for medical missions to Africa, Peru, and Ecuador. He holds a Bachelor of Science in Pharmacy from the University of Houston College of Pharmacy.
Donna Montemayor from San Antonio is vice president of Pharmacy Professional Services, Marketing, Technology, and New Business at HEB. Her professional memberships include the Texas Pharmacy Association, Bexar County Pharmacy Association, Texas Pharmacy Foundation Board, American Pharmacists Association, National Association of Boards of Pharmacy, where she also serves as vice president for the Texas State Board of Pharmacy. Montemayor is active with the UT College of Pharmacy Dean’s Advisory Council, acts as secretary for its Alumni Association, serves as faculty practitioner at UT College of Pharmacy, chairs the Providence Catholic School Board, and mentors residents through the UT/HEB Community Residency program. She graduated with honors from UT Austin with a Bachelor of Science in pharmacy.
Richard “Rick” Tisch from Spring works as regional vice president at HSA Bank. He belongs to the Southwest Business Association and has coached Special Olympics athletes. Tisch previously held an appointment on the Texas Council for Developmental Disabilities by gubernatorial selection. He earned his Bachelor’s degree in business administration with concentrations in management and marketing from UT Austin.
“These appointments ensure that our state maintains high standards for pharmaceutical care,” Governor Abbott stated.
