Governor Greg Abbott has appointed Tina Polin and Andrew Keefer, and reappointed Joe Canales, Roberto De Leon, and Derek Delgado to the One-Call Board of Texas. The terms for Polin, Canales, De Leon, and Delgado will expire on August 31, 2028. Keefer’s term will end on August 31, 2027. The board oversees the “Call Before You Dig” system, which alerts underground facility operators about excavation plans so that pipelines and utility lines can be marked to prevent accidents.
Tina Polin is based in San Antonio and works as a charitable donor advisor at the Oblate School of Theology. She is a member of the Association of Fundraising Professionals and serves on the Title 1 Committee for Valor Charter School. Polin holds a Bachelor of Science in Communication Studies from The University of Texas at Austin.
Joe Canales from Frisco is the senior director of construction at Spectrum. He has served on the Time Warner Cable Diversity Council and is an active member of the Society of Cable Telecommunications Engineers. Canales retired after 22 years in the United States Army Reserve.
Roberto De Leon resides in Corpus Christi and is director of region distribution operations for AEP Texas. He earned a Bachelor of Business Administration from Texas A&M University Corpus Christi and completed leadership programs at AEP/Ohio State University as well as Leadership Corpus Christi.
Derek Delgado lives in Lubbock and serves as public information officer for Lubbock Fire Rescue. He previously worked as a firefighter with Pasadena Fire Department and chairs public affairs for Texas South Plains Honor Flight. Delgado received his Bachelor of Science from The University of Houston — Clear Lake, where he was student regent, and an MBA from Louisiana State University — Shreveport.
Andrew Elijah Keefer is based in Austin and works as regulatory affairs administrator for Denton Municipal Electric/City of Denton. He participates in several industry groups including the Electric Reliability Council of Texas’ Retail Markets Subcommittee, Texas Public Power Association’s Governmental Relations Committee, American Public Power Association, and Gulf Coast Power Association. Keefer earned a Bachelor of Liberal Arts in Latin American Economics from UT Austin.
