Governor Greg Abbott has named Cliff Todd as president of the Sabine River Authority Board of Directors and reappointed Richard “Blair” Abney, Joshua A. “Josh” McAdams, and Kevin M. Williams to the board. The terms for these appointments will be determined according to state law. The Sabine River Authority is responsible for managing and distributing water resources in the Sabine River and its tributaries.
Cliff Todd, from Long Branch, manages farm and ranch assets in Panola County and serves as Executive Vice President at Topcat Companies in Longview. He is involved with the Society of Petroleum Engineers, serves on the UT Health Carthage board, and acts as a commissioner for the Panola County Emergency Services District. Todd is also active in his church community as a deacon and Sunday school teacher at Central Baptist Church of Carthage. He holds a Bachelor of Science in Agriculture from Stephen F. Austin State University.
Richard “Blair” Abney of Marshall owns Abney Valuation Group, PLLC, works as an appraiser, and participates in the Appraisal Institute’s National Government Relations Committee. He sits on the investment committee for CASA Tri-County Board, is a board member of the Pelz Family Foundation, and volunteers at First Methodist Church – Marshall. Abney earned his Bachelor of Business Administration in Accounting from Baylor University.
Joshua A. “Josh” McAdams from Center owns Midstream Transportation and is vice president at McAdams Propane Company. He will serve as president-elect for the Texas Propane Gas Association and is also a member of the National Propane Gas Association. McAdams leads Shelby County Children’s Advocacy Center, participates with Shelby County Cookers, and serves on Houston Livestock Show and Rodeo’s Area Go Texan Committee. He received his Bachelor of Business Administration in management from Texas A&M University.
Kevin M. Williams of Orange owns Cypress Bayou Industrial, serves on First Financial Bank’s board, and is involved with Rotary District as well as Associated Builders & Contractors. Williams also participates in Faith United Methodist Church activities and Krewe De Bon Amis events. He holds a Bachelor of Science degree in economics from Texas A&M University.
Governor Abbott stated that these appointments are part of ongoing efforts to manage water resources across East Texas through conservation and effective distribution.
